If MicroStation V8 or newer is your case, you don't need any specific tool: A cell library is just DGN V8 file with the .cel extension, so to move a cell just open target cel file as normal dgn file, use Import Model tool to copy your cell from the source library to the active one and at the end delete the cell from the source library.
